Weather, tides, gravity and overall environment can have influences on any person's mood, some of these factors could then be categorised into likely birth-time characteristics... as for any predictions to events on a monthly basis, we are all affected by weather and gravity patterns, and so it is without doubt that we will encounter an average number of people who will also be affected in the same way... a rough conception of events then, averaged out accross humanity, could be put on paper.
However, I wouldn't live my life by it, even if it were true.
