Only moderators and admins. You can use the Request Tourney's thread and as long as you don't hold the current monthly high score it will be added.

And I was wondering, I assume it's possible to ask for specific cost\duration time? If not requested, do you guys decide on it randomly? |

That's correct. If it's specified I always go with it. I believe the other staff will as well.

Unless the duration is specified by the person making the request we just decide on the length.
