It IS a globally recognized day. It's just that some countries have different dates for the day.
Norway has it as the second Sunday of February, Georgia celebrates it on the 3rd of March, Russia has it on the last Sunday of November and Indonesia celebrates it on December 22!
Many countries celebrate it on the same day as the United States does though!

Which is weird, considering that the United States doesn't celebrate it on the same date every year.
